FBI Investigates Brutality Report
The F.B.I. has begun an investigation to determine whether a Chula Vista man's civil rights were violated following the man's charge that he was beaten up by a Chula Vista policeman.
Kenneth F. McMillan, of 180 1/2 F Street who was fined $100 in Municipal Court here after a jury found him guilty of drunkness after his arrest last Christmas Eve, claimed during the trial that he was beaten by Sgt. N. L. Harris, local policeman.
During the trial the Chula Vistaman said that Harris had beaten him severely. Harris and other local officers said that the man chocked Harris.
